Managing Committee

v     The duties and functions of the provisional managing committee

They are the same as those of the regularly elected managing committee. The duties and functions of the elected managing committee are enumerated in Bye-law No.139. The provisional managing committee should carefully note its duties, powers and functions, with reference to the provisions of the various Bye-laws and take decisions in keeping with the said provisions and implement them faithfully. The provisional managing committee lays down precedents for the working of the society, which the subsequent managing committees would follow. The provisional managing committee has, therefore, to exercise the utmost caution while taking decisions.

(a)    Election of officer-bearers

The provisional managing committee after its election has to elect office-bearers from amongst its members. The Secretary is an important functionary in the society. He has to attend to the day-to-day work and implement the decisions of the managing committee and the general body meetings, in the manner mentioned in the Bye-laws. He has to be thoroughly conversant with the Bye-laws. The duties and functions of a Secretary are described in Bye-law No.141. The Secretary of the society should, therefore, acquaint himself with all details of the work to be carried out by him and exert himself to discharge efficiently the responsibility cast upon him.

(b)   Records to be collected from Chief Promoter

The Chairman of the provisional managing committee has to receive the records pertaining to the society from the Chief Promoter as provided under Bye-law No.91. An exhaustive list of documents to be handed over by the Chief Promoter to the Chairman is given in the said Bye-law. The Chairman should call upon the Chief Promoter to deliver possession of the records and see that he complies with the provisions of the said bye-law.

(c)    Powers of the Chairman

The Chairman of the society is the executive head of the organization. As such, he has powers of overall superintendence, control and guidance in respect of the management of the society. The Chairman has also been given power under Bye-law No.134 to exercise the powers of the managing committee in case of any emergency. The Chairman is supposed to exercise these powers sparingly and only in exceptional circumstances.
